Defeat the Admin, climb down and take the slow elevator

1. Climb the tower and quickly attack the Administrator. Two 3-hit combos should be enough to move it to its second form. Ice combo this form.
2. Immediately roll down and descend and enter the tower. If you are running a longer category (not Any%), acquire the lure.
3. Descend and hop on the elevator. During the ride, equip pepper, dagger and mana berry. Exit into the Lower Ziggurat.
